Who is responsible for providing foster homes?

The local authority will usually recruit, assess, approve and support foster families for the children they look after.

Some voluntary agencies, such as Barnardo's and the Children's Society also have foster placements which local authority Children’s Social Care will use when they cannot provide a carer from their own fostering service.

There are also a number of independent fostering agencies who sometimes provide foster placements for children who are looked after by the local authority.
